[BUG] - cmd.exe ENONET won't spawn error when trying to launch steam

Describe the bug
This bug seems to be telling me that Windows cannot find or launch cmd.exe? Any time I try to use the mod manager to launch a vanilla version of any game or a modded version of any game the red error box pops up with this message.
To Reproduce
Steps to reproduce the behavior:
- Go to any game
- Click on the "launch modded" or "launch vanilla" game
Expected behavior
For the game to launch.

I did some trouble shooting by searching this error, and a bunch of people attempting to use salesforce and npm on Windows had this same error. They said one way to potentially fix the error was to change the windows PATH variables. I added the system32 ones in and no dice. Here's a screenshot of my current PATH variables:
