[BUG] - Mods aren't loading

When I click "Start Modded", it loads a vanilla version of the game.
I have tried EVERYTHING in the help section for mods not loading, the launch arguments are clear I've restarted my computer, and I checked multiple times to have the correct and up-to-date mods and prerequisites for each mod. I've even only enabled one mod and ONLY it's prerequisites.
What else should I do?
It should run with mods. But no extra cards or anything non-vanilla appear.
(The video was too big. "This video is too big.
with a file size less than 10MB.")
BTW: I have gone for a FULL game and EVERY SINGLE TIME the card selection popped up (for both players) it was purely vanilla.
If I did something wrong or if anyone has any advice, please help.
