The initial FeeRecipient will be a simple destination for funds.

  • add authority for gating function calls
  • add an 'owner' contract that funds can be swept to
  • add sweeping functions to bring coin to owner
  • add upgradeability
  • make FeeRecipient modifyable via governance (we don't hook) [The SLOAD] is acceptable for liquidations and redemptions
