Gnosis Safe owner override module

[dapp-whisperer]

find or create a module that:

• allows a specified address to take any action on the Gnosis safe, including adding / removing signers
• that the signers cannot remove from the safe, only the owner can

This allows for "hierarchical multisigs" where one can own and delegate permissions to the other.
