Tooltips not working -- "Structure dashboard" and "Content" pages

Some tooltips that meant to provide assistance are not displaying when users hover over the icon on the structure dashboard and content page.
Include the missing tooltips to enhance the application's usability for the user.

Fixed an issue where tooltips were not displaying correctly. This enhancement will be available in version 2.6.0.
