Failed to condense blocks when Artron Capacitor has maximum charge

Describe the bug

if your tardis is at 100% power and fully overcharged (or at least more power than what can be awarded when condenced ) and you attempt to condence items. the items are added to the list of what is able to be used to grow rooms but the power is not added ( you get the message about growing an eye ) and you get the blocks back. This would allow players to endlessly dump items into the tardis and grow the rooms / dupe items.

Idea to fix this could be a new block that holds power cells that will charge the cells if this happens. this would allow the power to be saved, items added to allow rooms to grow without duping items.

Idea 2 is request a power cell to be added and insted of condencing the power cell it will charge it ( this could also work to drain cells )

idea 3 make a message that says please drain X arton useing Y power cells to allow more blocks to be condenced where X is the arton and y is the number of cells needed calculated from the max charge of the tardis should the server use custom values

To Reproduce

have a fully charged / overcharged tardis

add blocks to grow a room

room can be grown and you get the blocks back
