Table caption is set to bottom but document clearly states captions should go on top

In line 71 of eccv.sty the caption package is configured to place captions at the bottom of a table but in the rendered document it says in multiple places (e.g. line 181) that table captions should be placed above the table. Which one is correct? I'm assuming the latter.

My bad, just had to place the caption above the table. Sorry, I never had to place a table caption above the table and there was a confusing stackoverflow answer. Everything works!
