Replace Lerna with another monorepo tool (Lerna is not maintained)

Lerna is no longer being actively maintained. This doesn't necessarily present an immediate problem. However, it may be good to replace it at some point.
Possible replacements:
- @NxDevTools
- @turborepo
- @pnpmjs workspace
- @yarnpkg workspace
- @npmjs workspace
- @rushstack
- @bazelbuild
- Lage
- @bitdev_
- Changesets

They just announced that "Nrwl is taking over stewardship of Lerna", so it will not be unmaintained:
lerna/lerna#3121
