Publish IdentityHub APIs to SwaggerHub

Feature Request
The IdentityHub's APIs should be published to Swaggerhub. At the time of writing this, those are:
- IdentityHub API: consisting of Storage API, Resolution API
- Management API: consisting of DID Mgmt API, VC Mgmt APi, etc.
As in the connector, final versions of the IH should get uploaded in the published state, whereas
snapshots should be unpublished.
