  1. if I set e.g. "Ctrl+F" then I don't want it to work for "Alt-Ctrl+F"

  2. ModifierValue.ANY has unwanted effects to screen readers: they say e.g. "Ignore Alt" if Alt is set to ANY (for reading MenuItems)
