Integrate separate passerelle eclipse resources bundle as done in DAWN

For a DAWN refactoring, to split bundles that depend on eclipse UI features
from those with minimal dependencies, a new bundle was introduced containing
Passerelle utilities that depend on the eclipse resources API.
This issue tracks the integration of this approach in the base Passerelle
repository.
