Increase required ecCodes minimum versions

What maintenance does this project need?
The plan is to increase the versions to the latest available:
ecCodes: 2.34.1
eccodes-python: 1.7.0
Please note that the minimum eccCodes version declared in earthkit-data only used for testing. The conda packaging have an independent configuration, which at the moment does not specify a minimum version for eccodes.
