Show max commission on validator profiles

Some validators have been seen to increase their commission from low to high (e.g. 5% -> 25%) during the bear when people aren't paying as much attention. The Max commission value is fixed and can't be changed, so this is valuable info to show to a user on the validator profile modal.

This would be fantastic. Just this week I witnessed two 100% max commission + 100% max change rate validators reach a combined voting power of nearly 30% on a single chain. 0% commission + restake was all that got them there. This is in no way restake's responsibility, but adding observability directly into the restake frontend would be doing a huge service to the community. At least I hope delegators would care...
