Align 'new python model' format with recent language research outcomes

Let 'new python model format' (NPMF) be the emerging Python API exemplified here and used in the generic Monte Carlo simulator.
Let 'recent language research outcomes' (RLRO) be the rough consensus and running code solutions developed in later 2023's sprint on designing the HARK 2.0 language, worked on here.
We shall take the best insights from RLRO and bring them into NPMF, so that these are consistent moving forward. This may require minor changes to the Generic Monte Carlo simulator.
Since these changes will have proven to be robust (based on 3 independent attempts to develop a language, and a reference implementation their use), this would also be a good opportunity to document the start of this new format.
