Drop-down icon display is inconsistent

to reproduce:
- go to the virt view
- search for a string that won't be found, such as
asdjknsajkdnasjkdsandjkn - change environment
- delete the string from the search box
- you're left with something like the following, where the dropdown arrows are only shown after being clicked:
