Last Updated doesn't reflect actual updates to servers

The Last Updated doesn't reflect actual updates to servers, as it changes with billing/usage etc.
This makes it an unhelpful field. We need to look into changing this. We may need a separate flag for last time the server config was modified etc, and use this instead, rather than the db field last modified timestamp.
