Add a loading message while CDN metrics are loading

When you go to a CDN integration, the metrics take a moment to load. Until they load, which can take seconds, there is nothing. We should instead show a loading message with an animated spinner etc. To ensure no flickering, ensure that even if loaded super quick, the load has a minimum time -- perhaps 500 ms etc. Test it and see what looks okay.
