Constellation microservices should be upgradable in an existing cluster using the upgrade command.
Predecessor: #589
- Move/Refactor bootstrapper helm client to internal
- Implement Helm chart upgrade for CLI
- Ensure CLI upgrade does not overwrite newer releases
- Document helm upgrade cli cmd
