[Security] Remove security-secrets-setup service from docker-compose

Once the security-secrets-setup is removed from edgex-go, the service should also be removed from docker-compose files.

Dependency issues:

  1. edgexfoundry/edgex-go#2867
  2. edgexfoundry/docker-edgex-consul#41
