Remove differs, which are now in web-monitoring-diff

The diffing code was moved to https://github.com/edgi-govdata-archiving/web-monitoring-diff and deprecated. The deprecated copy was maintained to support IA. Per @Mr0grog, IA has begun using the differs in their new home, so it is safe to now remove the deprecated copy.
