Goals:
- Make cross-reference easy
- Show related docs by tag
- Direct linking is still hard. Future improvements may include: linking by permId rather than name; autocomplete in editor based on semantic closeness.
- Keep flat
- Non-hierarchical
- Rendering controlled by local semantic metadata (mime,
type,status,tags, etc) rather than hierarchical cascade
