text/xml urls are broken inside Descriptions

on https://github.com/edsu/opensearch/blob/master/opensearch/description.py#L83 there is a small typo (get_url_by_Type instead of get_url_by_type) which prevents text/xml Urls to be used inside a description xml.

I think that just fixing the case should be enough.
