orbital terraformign modules dont' work

Describe the bug
one of the special mining components lets the ship do orbital terraforming
To Reproduce
build the ship and put it orbit of a planet that isn't 100%
Expected behavior
it should slowly change it towards 100%.
Actual behavior
it doesn't actually do anything.
