Publish a .NET Standard 2.0 version

Publish a .NET Standard 2.0 version of the Nuget.
When using form a project targeted to .NET Frameweok, this will help avoid getting all dependencies of NETStandard.Library.

Yeah, that should be pretty easy to do. Would you mind doing a PR for that?

Any chance you'd be able to release the .NET Standard 2.0 version soon? I see that someone else seemed to fork this and release a .NET Standard 2.0 one named "Sodium.Core.Unofficial": https://www.nuget.org/packages/Sodium.Core.Unofficial/
