Update to the latest libsodium version

Calling met SodiumCore.SodiumVersionString() returns 1.0.16 while the latest release of libsodium is 1.0.18

There's work in progress to update, but I cannot promise any date it will be released - hopefully pretty soon.

Too bad the 1.0.18 version has not been published to nuget yet. Looks like they are working on something here jedisct1/libsodium#775. I will assure you it will be upgraded as soon as it's on nuget. 1.0.17.1 is the latest, and I will probably go ahead and release a new version of this library with that pretty soon.
