Does Sodium.Core's Utilities Formatting still require and why?

In my use case, I don't really use Sodium.Core's utilities formatting(enum) because the environment that i work with does not require it. Do you all use the formatting and why? Can it be removed...?

I was trying to build some bindings to libsodium... I hope that this question explains pretty well
