Custom Item Durability

I've looked through all the files and issues related and couldn't find an answer.

Is there a way to set a specific durability to a custom item without just adding damage to the item? Obviously I can add damage so whatever is remaining is the specific durability, but I want the durability bar to be full at the desired durability.
