Add Timeout to Legacy Notarization

The legacy notarization option polls every 30 seconds for the status, but there's no timeout so it could hang indefinitely if it never gets a successful response.

Given legacy notarization is slated for removal courtesy of Apple I think we leave it as-is for now and let the natural course of events eliminate the altool implementation 😆
