Dark style secondary nav should be darker than content area

@danrabbit I considered that, but lighter just felt better to me, especially against the lighter blue. 😛 And I think because the new background is so dark, I think we'd need to lighten it back up a little for a darker contrasting color to work as well.

(I agree when there are clear separate levels of elevation, but the nav is pretty flat and not on a separate z-axis from the content)
