Laptop suspends when locked, ignoring user power preferences

What Happened?
This bug is back in Horus:
Never suspend when plugged in setting ignored (always uses battery setting for suspend) #89
The fix still works but gets reverted on many system updates:
dbus-launch gsettings set org.gnome.settings-daemon.plugins.power sleep-inactive-ac-type nothing
dbus-launch gsettings set org.gnome.settings-daemon.plugins.power sleep-inactive-battery-type nothing
Steps to Reproduce
- Clean install Horus
- Disable sleep on battery and or power
- Wait until the screen locks, the machine sleeps anyway
Expected Behavior
Power settings by the user should be honored
