Old kernels stop latest configuration of new kernel

Problem

Too many old kernels fill up the boot partition, when full the latest kernels cannot configure and an older kernel is used.

Over time this leads to a system that cannot upgrade. Warnings to user vary considerably - previous automated kernel removal commands do not work: each kernel needs to be purged individually until enough space is made available

Proposal

A system clean up function in system settings to clean up old kernels and perhaps even wingpanel notifications which were found to seize the OS from operating correctly and crashing wingpanel.

A central repository for developers to consider adding clean up functions to their areas of expertise (or schedule cleanups) for non technical users.

If these cleanup functions were centrally located, major upgrades would no 'forget' about the need for critical system maintenance.
