Top results for businesses is not by distance

As an example, the user searches for 'Burger King at Toa Payoh'. Intuitively, the user would expect the top result to be the branch of Burger King at Toa Payoh. However, by default, yelp returns results sorted by 'best_match', which in this case doesn't put the branch at toa payoh at the top.
