MCORD after orcs invasion

After Feb 24 2022 a lot has changed. As it is highly unlikely that MCORD will ever be used in NICA, a new project requirements needs to be specified. Not going into details, I was told the following:
- we're suspending work on multi-device integration at the moment, though we want to still have an open way for such development,
- focusing on single AMC systems supporting up to 16 scintillators (AFCK + 2x FMC-TDC),
- want to be able to divide scintillators in sections and detect coincidence between them,
- document development for what is already done.
Above leads to the following conclusions regarding further development:
- Let's do not resign from packet-based triggering subsystem. I know it's sort of overkill for now, but as we want to have an open road for more complex systems, and some work is already done, I'm in favor of keeping that architecture.
- Reevaluate data pipe requirements. It may happen we'll fit in what ARTIQ offers for the most simple case. However, to be on a safe side I suggest considering some legit transport along control Ethernet used by ARTIQ (just another cable).
- Refactor user interface (coredevice) and make it documented along with examples of use.
