Allow to set the path to a css file via config file

This would reduce the need of publishing the views to the local resource folder and losing any updates from newer package versions.

Requires a config file and a config value for css patch. This path should be somehow flexible to use the mix or asset function for paths and cache busting.

path can be set with version 1.1.0.
