[Discussion] Could the github discussion section be opened, for Elixir?

Hey there elixir folks,

You want to keep the github issue tracker fairly clean. That's fine.

But getting in touch with other elixir people is not easy. I don't use mailing lists; never felt I could deal with the amount of messages. I am also only semi-casually active on github issues in general so this is also not a good format.

I may have a few suggestions once in a while.

Would it be possible for you guys to open a "Discussion" section on github? I feel this has worked for some projects. It may also work with elixir and you can keep the issue tracker clean still anyway.

Thank you. We have the Elixir Forum for this, which brings important benefits, but two worth mentioning for now:

1. It uses Discourse which has more robust support for discussions, interactivity, categories, etc
2. It uses Discourse which provide more tools for moderation and allows more people to act as moderators at different levels, which avoids putting more work on the back of maintainers
