Cannot load properties file for languages like “en”, “ja”.

I’ve noticed that the bundle tries to look for something like “MyApp_en-.properties” if the language code doesn’t have “-US” or “-CN”, so it would have problem if the language is just “en” or “ja”. Can you please take a look?
