please provide recipy for installing req-package on clean emacs

I'm slowly migrating my init.el to req-package.

However, when seting up a fresh emacs on a fresh machine, it seems you have to do some manual tweaks first. Enable melpa, install req-pkg, and only then can you boot emacs.

It would be nice with some recipy that works with a fresh emacs. If you moved your pkg to Elpa, rather than Melpa, it would be easier. (Elpa is in git these days so its nice and all)

Hi, I can provide recipe for elpa if you want. But I will do this after Russian winter holidays :)
