Drop Ember 1.13 Support (Officially)

We've stopped running the tests against Ember 1.13, so it's probably time to stop referencing support for it. I don't really think that anyone will complain; they can always stay on the 3.X release indefinitely. As Ember evolves toward more modern JavaScript, maintaining 1.13 support will be more trouble that it is worth.
I think we should remove references to ic-ajax as well, as that addon has been out-of-mind for so long that most developers likely don't remember it,
