Can you add a LICENSE file?

This is a fantastic project that I wish I'd been able to use when I've done massive reformats of code in the past.

I'd like to fork this and adapt it to use google java format instead of clang-format, but without an explicit LICENSE file the rules of my employer say I'm not allowed to use it or contribute.
