Increase boosting of titles (245) in Title search

• As currently configured, exact titles (245) are boosted very strongly in our Keyword search but not nearly as much in Title search. users who enter an exact title in Title search expect to see that ranked very highly in results but this is not always the case.

• Increase the amount of boost added to 245s in Title Search
• Exact titles should rank in the top 3 or 4 results

• performing the same search in Keyword search (which diminishes the benefit of Title search)
