Remove button 'decline' if we have only mandatory cookies

currently the button is always visible
but when we have only functional cookies and thus mandatory cookies the button 'decline' must not be visible because we can't refuse these cookies.

Hi, sorry I didn't update this issue, but the problem should now be fixed (see #28, available since version 1.2.2)
I'm closing the issue but you can reopen it later if needed!
