Set a version with available linux/arm64 release

Hi committee,

I found out that the latest version with sha_linux_arm64 is expired due to resource not exist. I double check it in https://storage.googleapis.com/webassembly and unfortunately yes, maybe the ARM64 release is too old.

So could you please add a proper new release of sha_linux_arm64?
