Add Tempo Changer support

If a layer is named "Tempo Changer", then the song's tempo is set to the value of any note that's played on said layer.

The tempo changer is unofficial and will fully change within the near future. Additionally, this isn't really fit for NBS.js, and should be the responsibility of the application utilizing the library.
