@enhance/css-parser does not support CSS Nesting syntax

Since CSS Nesting is now supported in all major browsers, I believe it would be nice if @enhance/css-parser also supported the syntax.

Trying to use the syntax today will lead to a missing '}' error because it erroneously thinks it's seeing a declaration, not a selector.
