Virtual apps are missing in application selectors

These two REST resources don't seem to return virtual applications. Virtual apps are enabled in the XP config and otherwise seem to work fine (content types from a virtual app can be selected for a new content, for example).

To test, build and deploy starter-tsup: it will create a new content project, create a virtual app and assign it to the project. Then open project called "XP Starter" in Content Studio: the app is shown as missing.
