Support Service Accounts Authentication on Management port

This feature requires #10114 to be implemented.
It should be possible to authenticate on Management Endpoint using Service Account token by sending Authentication: Bearer header. Session should not be created if Service Account token is used.
Basic Authentication should be documented as deprecated.
