Drop support for PyQt5

Pillow is warning that it will drop support for PyQt5 with version 10 mid-2023, and support for PyQt5 on Python 3.11+ is marginal at best. At some point in the next year or so we may need to drop PyQt5. We need to get PyQt6 support in place before doing this, however.
