Create Python package for interfacing with the ENTR warehouse

As of writing this, @jordanperr is working on a Python methods for consuming ENTR data as part a class in OpenOA. Since we want to enable consumption from the ENTR for any Python users, it would be good to make a package with this functionality as part of the ENTR project.
