Develop static yaw misalignment detection method in OpenOA

Based on a review of the literature on yaw misalignment detection techniques, an analysis method will be developed to identify the amount of static yaw misalignment for each turbine in a project. This method will be based on comparing power production (or Cp) as a function of measured yaw error in different wind speed bins and identifying the yaw error corresponding to maximum power.
