local repo is not being used

When the SUT is launched, maven is downloading files from maven central, which shouldn't be happening. Instead, the required pom/jar files should be in the load-test-in-a-box local maven repo.
Found the below maven download messages in $HOME/.load-test-in-a-box/log/wiremock.log of a linux machine running Firefox.
...grrrrr, we should see zero download messages, per this policy: https://github.com/eostermueller/load-test-in-a-box/wiki/No-Friction-Distribution
